Biocapacity Position Paper

Dear TT folks,

In preparation for Thursday's meeting, I'm sending you a biocapacity position paper for your comments that James Samuels asked me to prepare.

Since the biocapacity, bioregional concept is new to some I added some concise detail (I hope ;-)  References, footnotes, endnotes should be hyper-linked before they are placed on TT website.
