To answer some questions above, its private land, but our plan is to have it available for education, in fact the whole Rabbit Hole property is being set up to be a permaculture/back to basics education center.
We have only been here since January, but observing since November last year with input from the previous owners and neighbors.
Regarding the red tape, what are the issues you are coming up against? Is it the term food forest? Perhaps orchard would be more acceptable?
